Wait, can officers be MECed? Oh shit... That's a diabolical question. MECs cannot be officers, and Officers cannot become MEC'd. So there's a dillemma in of itself. Would you be willing to sacrifice your awesome cybernetics to be an awesome leader? That's the real question.

Anyway, for the first two I would suggest paramedic and ready for anything, but I'm not sure about the last honestly.

Well, I could hope for another RR/Opportunist Scout like Park. That'd be kinda awesome, haha.

I'll probably go with dense smoke unless someone gives me a good reason not to. As for Vyas, Packmaster would be the wise choice here.

Packmaster is actually kind of terrible for Vyas, because it doesn't apply to rockets. She's not likely to ever carry anything Packmaster would affect.
For Richardson, Packmaster or Dense Smoke are a toss up. Quantity versus quality argument, really. Not that it matters too much, because the Cybernetics Lab is coming online in about 6 game days, so Richardson is probably getting chopped up soon.

Your recent performance has been exemplary and we feel that you are fit to take on additional responsibility in the XCOM project. You are hereby promoted to Captain in the Extraterrestrial Combat Unit. Semper Vigilans, Captain Ovdat. Choose Officer perk - Semper Vigilans - Squad receives +5 Defense when in cover.
- Fortiores Una - Members of your squad within 12 tiles gain an additional point of damage reduction when in cover.

Fortiores Una, without question. Fit's Talia character way better... and personally I think it's typically a stronger pick. Maybe not for assaults, but RP is RP.

In addition, I'm a little disappointed that CCS didn't show up (God that would have suited her character well) but such is life. I'm a little torn between Lock 'N Load and Low Profile. Both suit her character decently... Low Profile since she's a smaller target that's used to fighting in urban terrain, and Lock 'N Load since she tends to score a ton of kills quickly with her shotgun.
From a gameplay perspective, I'm also torn. Low Profile is good since she's on the front line a lot... but it could make enemies less likely to target her and more likely to focus on softer targets. Lock 'N Load isn't quite as good without CCS, but it still works well with CE.
Does anyone else have an opinion?

From a game-play perspective, Lightning Reflexes combos well with the perks she has. Tac Sense+Lightning Reflexes+Resilience will help her run overwatch while Sprinter helps to get close enough to use Close Encounters and Aggression to crit for massive damage. Run N Gun is just icing at that point.
Other than that, Low profile will keep her safe combined with Tac Sense.
She won't be sucking ammo too fast and she needs to stay mobile, so lock n load might not be the best choice since it still eats up an action.
I wouldn't try to tank with her. While she does have Resilience, she doesn't have the DR or Extra Conditioning to tank well.
