Most Important Rule: You may not use another player's character in your RP posts without collaborating with them. PCs are personal, and their actions should only be dictated by the player that owns them.
* Later on in this RP, it's possible players may have gotten a good grasp on other PC behavior. If you plan to include another PC for a cameo appearance, or just a color one-liner (ex. a passing comment in the bar), you may ask the player for permission to write the post ahead of time, include their PC, and then PM it to them so they can approve how you used their character before posting it in a proper RP thread.
NPCs are free game, I simply ask that you try to keep their behavior consistent with any behavior guidelines given and previous behavior in earlier posts.
XCOM is now less strict in rules and regulations from the old days, when it was a proper military organization. It's a ragtag rebel group now. While they're still clinging to their old rank system just to denote field experience, the military "chain of command" concept is much less strict. XCOM operatives are generally to be considered on equal standing, with only Bradford and the Commander having "command authority." Any troops that pass through the Leadership School (when it's built) will have command authority only during missions. Otherwise, during missions, whoever has the highest rank (kills is tiebreaker) is the final word on what the team will do if there is a dispute.
Living Quarters is exactly as presented on the Avenger. A single communal room with bunk beds that have curtains for privacy.
The bar is free game. One NPC bartender will be provided, but PCs can also bartend any time they want. If you make an RP post denoting that your character is drunk right before a mission, you will likely not be selected in preference for a more sober trooper, unless there's no other choice.
The Lab and Engineering are not specifically off-limits (there's no base guards or security to actually stop you, after all), but they are generally locked when not in use, and you will be asked why you need to be there if you ask to be let in.
Other structures that are built are open for normal use (particularly GTS and AWC are likely to be visited by PCs), with the exception of the Shadow Chamber (locked and only Shen/Tygan/Central/Commander allowed in). I'm not sure why you'd want to hang out in the Power Relay, but hey, feel free if you want (there's probably quieter isolated areas of the Avenger if you wanna get intimate with someone).
